This volume is the eighth of a series of biennial Beam Instrumentation Workshop Proceedings. It addresses design principles and engineering issues of beam diagnostic and control instrumentation for charged-particle accelerators and for beam transportation lines. This workshop forum promotes the exchange and review of new ideas in instrumentation design. Tutorial sessions introduce relevant topics for engineers and scientists. This proceedings volume includes the tutorial presentations, invited papers, contributed papers, and posters. The Workshop was organized by a committee consisting of 14 members from US accelerator-based laboratories and 2 members of CERN.
